MENTAL HEALTH SERVICES

Adult Mental Health

Counseling and Treatment Center

Center provides outpatient mental health and community services, specifically designed for Asians and Pacific Islanders who experience language and cultural barriers in utilizing mental health services. The Center offers crisis intervention; psychiatric evaluation; individual, marital, family, and group counseling; case management; and medication management for adults suffering from acute or chronic mental health conditions interfering with life functions. Community outreach and education are also provided.

East Wind Socialization and Rehabilitation Center

Culturally sensitive and linguistically appropriate socialization and rehabilitation services are made accessible to Southeast Asian refugees suffering from major depression and other mental disorders. This program has been effective in enabling clients to reduce stress and become more self-sufficient and productive. East Wind programs include English instruction as a second language; pre-vocational training such as basic typing and computer skills, and simple wood construction; structured socialization; and arts and crafts. Clients of the Center work towards decreasing isolation and increasing their social skills.

CalWORKs Counseling and Treatment Center

The UPAC/CalWORKs Behavioral Health Center offers outreach and outpatient services and targets Asian and Pacific Islander families receiving TANF with barriers to employment. Services include psychiatric evaluation, medication services, mental health evaluation, counseling, crisis intervention and case management. Group counseling focuses on anger management, time management, parenting skills, and communication. Education focuses on depression and post-traumatic stress disorder (PTSD). Also includes English as Second Language, arts and crafts and groups targeting dual-diagnosed clients and domestic violence.

East Region Biopsychosocial Rehabilitation (BPSR) Center

This partnership with the Community Research Foundation provides interpretation services to clients of the East Region BPSR Center. Additionally, if clinically appropriate, BPSR clients are referred to the UPAC Counseling and Treatment Center for mental health services.

Child Mental Health

Rainbow Project

The Rainbow Project uniquely tailors its mental health services to increase access for ethnic minorities at Gompers Secondary School, Lincoln High School, and the following elementary schools: Edison, Rosa Parks, Chollas, Horton, Johnson, Kennedy, Knox, Meade, and Webster. Students who suffer from mental health problems are referred to Rainbow's outpatient clinics located at school sites. Services include mental health assessments, psychiatric evaluations, family & individual therapy, support groups, case management, crisis intervention, medication management, community outreach and education in the classrooms.

Outpatient Child Mental Health - Early Periodic Screening Detection & Treatment (EPSDT)

This is a school-based and school-linked outpatient mental health services program for children under age 21 who are Medi-Cal eligible in North (Oceanside and Vista), East, South and Central San Diego county. The program provides emergency telephone consultation; on-site family, group and individual counseling; and case management services for elementary, middle or high school children and their families.

Morse High School Support

The project brings comprehensive, culturally appropriate mental health services to Morse High School students, targeted due to the high rate of suicides among minority students.

Violence

Domestic Violence Intervention Program

The program provides court sanctioned domestic violence counseling to perpetrators. Participants must attend 52 sessions to complete the program. Fee for service: $50 per intake assessment and $30 per session.

YWCA Domestic Violence Project

In collaboration with YWCA San Diego, UPAC assists victims of domestic violence in obtaining restraining orders, and identifying appropriate safety plans. This program also allows for case management services such as referrals to emergency shelters, medical services, and referrals to legal services in situations involving domestic violence. Bilingual and bicultural case managers can also accompany clients as support persons during court hearings. UPAC and YWCA staff also conduct county-wide trainings on domestic violence within the Asian and Pacific Islander community.

San Diego Family Justice Center (FJC)

The San Diego Family Justice Center was created to provide a "one-stop shop" for victims of domestic violence. UPAC's bilingual and bicultural staff will assist clients in obtaining restraining orders, identifying appropriate safety plans, and accompanying clients as support persons during court hearings.

FJC resulted from a community initiative led by City Attorney Casey Gwinn and Police Chief David Bejarano. Other on-site partners include the Center for Community Solutions, Children's Hospital, San Diego Domestic Violence Council, UCSD Department of Pediatrics, and Sharp Healthcare/Medical Forensic Unit.
