Economic Development

Childcare Micro Business Program
Funded by the City of San Diego Economic Development & Tourism grant

The program conducts outreach to 200 potential and existing family day care providers. Twenty-four (24) limited English proficient individuals interested in starting small home-based child care businesses will be provided with information and referral, business development counseling, and assistance with obtaining state licenses. Sixteen (16) new or expanded Family Day Care businesses will be developed.

PRIME
Funded in part through a U.S. Small Business Administration grant

The  program conducts outreach to 120 immigrants or refugees interested in starting new businesses. Eight (8) business development workshops will be held for 42 interested micro-business entrepreneurs. Thirty-four (34) new or expanded businesses will be created.

Multicultural Economic Development (MED)
Funded by the City of San Diego Community Development Block Grant (CDBG)

The program conducts outreach to 121 limited English proficient individuals interested in starting or expanding small businesses.  Nineteen (19) prospective entrepreneurs will attend 3 business courses and receive individual follow-up.  Program participants receive guidance in business development, identifying financial resources, obtaining permits and licenses, increased understanding of bookkeeping, marketing and managing a small business.  Twelve (12) new businesses will be established and two small businesses expanded.

Family Self-Sufficency
Funded by the County of San Diego, Community Services Block Grant (CSBG)

UPAC assists individuals and families residing in Central Region to achieve and sustain self-sufficiency by overcoming barriers to employment, assistance with job placement, activities which support and enhance employment and income, and promoting behaviors which lead to self-reliance. Outreach and referrals for assistance with low or no-cost health insurance, and with food and energy needs are also provided.

Home Ownership and Post Purchase Counseling
Funded by Citi Foundation

Technical assistance is provided to low to moderate income (LMI), limited English proficient (LEP) home buyers and existing home owners with the API and other ethnic communities to realize their dreams of owning and retaining homes. Assistance are provided to 15 clients in completing loan applications, and obtaining and maintaining credit, and translation and interpretation services to facilitate communication between clients and brokers, loan officers and landlord.

Foreclosure and Foreclosure Mitigation Program
In partnership with the National Council of La Raza (NCLR)

The program provides pre-purchase counseling, foreclosure mitigation counseling, including authorization(s), verified budget development, steps taken based on Action Plan, and close-out documentation in accordance with the National Industry Foreclosure Counseling Standard. Through foreclosure prevention and home Retention services, immigrants and refugees are assisted with home ownership, rental assistance, subsidized housing through Section 8 vouchers, pre-foreclosure prevention and mortgage/default counseling through workshops, ethnic media, and cultural community events.
