ADULT MENTAL HEALTH

The UPAC Counseling and Treatment Center is funded through a contract with the San Diego County Department of Health and Human Services, Adult and Older Adult Mental Health Services Division. UPAC Counseling and Treatment Center provides traditional outpatient services to adults requiring individual therapy, medication management, case management and crisis intervention as part of a county-wide system of mental health services. These services are to target primarily Asian and Pacific Islander clients.

CLINICAL SUPERVISOR for the Counseling and Treatment Center (CTC).
Part-time 16 – 20 hours per week.
Under the direction of the Adult Mental Health Director, the Clinical Supervisor will be responsible for providing clinical supervision to unlicensed staff. The Clinical Supervisor will be expected to perform the following key duties (1) provide weekly supervision of unlicensed staff, and (2) perform quality assurance activities.
QUALIFICATIONS: Must be licensed LSCW and registered with the CA Board of Behavioral Health; will not be debarred or excluded from participation in Federal programs by the General Services Administration and/or the Department of Health and Human Services of the Inspector General; must have National Provider Identifier number (NPI); minimum 4 years experience in a mental health service setting; completed Supervision requirements for BBS; and minimum 1 year exp. as a clinical supervisor; demonstrated leadership skills; knowledge of theory and practice of psychotherapy, as well as principles and practice of community mental health; excellent interpersonal skills, including tact, diplomacy and ability to work with a multidisciplinary staff and clients of various cultural, educational and socioeconomic backgrounds; experience working in a multicultural setting and respect for diverse cultures; understanding of cultural competency in the delivery of mental health services; ability to maintain strict confidentiality with regard to sensitive or proprietary information or materials.
ESSENTIAL DUTIES AND RESPONSIBILITIES:
Under the direction of the Adult Mental Health Director, the Clinical Supervisor provides weekly individual clinical supervision to all unlicensed therapists requiring supervision. Most unlicensed therapists on staff have a Master’s level degree in Social Work, but other unlicensed staff may also be assigned for clinical supervision; Provides regular ongoing specialized supervision for Case Manager/Interpreter and Care Coordinator staff and Care Coordinator staff. These individuals have a Bachelor’s level degree in Social Work or Psychology; Provides clinical guidance and leadership as needed to staff whenever Program Director is not available; Provides documentation training to any newly hired staff; Reviews and co-signs staff documentation of client records, as needed, including assessments, treatment plans, some progress notes, and other records; Will regularly conduct internal chart reviews and other quality assurance activities as needed; Other duties as assigned by Adult Mental Health Director.
ADDITIONAL PREFERRED EDUCATION AND/OR EXPERIENCE WHICH IS A PLUS:
Asian/Pacific Islander bilingual/bicultural experience and ability preferred; knowledge and experience in working with Asian/Pacific Islander and other ethnic consumers, communities and staff; previous management experience in a mental health setting; expertise with co-occurring disorders and domestic violence.
MISCELLANEOUS:
Must have own transportation for business purposes. If employee drives his/her personal automobile for UPAC business, employee must have a valid driver’s license and comprehensive automobile insurance coverage, as required by law.

CARE COORDINATOR, bilingual English and Tagalog, Part-time 20 hrs/week. Not benefit eligible.
DUTIES AND RESPONSIBILITIES:
Under the direction of the Program Director, the Care Coordinator carries a caseload of stable, medication management clients and provides support and coordination of outpatient mental health services for these clients; Performs annual mental health assessments for all clients on caseload; Conducts weekly screenings for potential referrals; Provides occasional interpretive services between the client and the psychiatrist and nurse for clients’ medication appointments; Performs occasional interpretive services between the client and other clinicians; Manages caseload of approximately 30-40+ severely mentally ill clients, some of which receive brief individual counseling and/or group therapy, while others receive medication management/case management only; May provide regular, supportive or psycho-educational group therapy for clients in their native language; Prepares and maintains clients’ medical records, including progress notes, and annual updates of client information and treatment plans, under the supervision of the Program Director or a licensed clinician; Performs case management services including making appropriate referrals to link clients to other social services or community resources; Functions as a member of a multi-disciplinary team and participates in treatment planning, case conferences, utilization review, discharge planning, and other treatment related activities; Participates in staff meetings, training, and other quality assurance activities; If and when a Care Coordinator’s client requires higher level of care, such as individual therapy, crisis intervention, or hospitalization, the Care Coordinator will coordinate services with a therapist and provide interpretation between the client and therapist.
QUALIFICATIONS:
Bachelors’ degree in social work, psychology, marriage and family therapy, counseling or human behavior from an accredited college or university; Minimum 4 years experience in a mental health setting, preferably an adult outpatient clinic; Knowledge of mental health diagnoses and principles; and familiarity with the psychosocial rehabilitation model of delivery of mental health services; One year experience working as a healthcare interpreter, preferably in mental health setting; Proficiency in verbal and written Tagalog and English; Ability to establish and maintain psychotherapeutic relationships and to function as a member of an interdisciplinary team; Will not be debarred or excluded from participation in Federal programs by the General Services Administration and/or the Department of Health and Human Services of the Inspector General; Must have current NPI number; Excellent communication skills and ability to write reports in English of services rendered; Must have own transportation, valid California Driver’s license and comprehensive automobile coverage.
Additional Preferred Education and/or Experience Which is a Plus:
Experience in conducting individual and group therapy, particularly with Asian and Pacific Islander individuals with mental health concerns
